Two teams, one division - Juniors by-law query

If a club has two teams in one division my understanding is that the club is unable to "cross' players.( same girls playing in both teams)unless of course players go down or up a division for a number of games and then cross.
If in fact a club breeches this bylaw what are the potential consequences?... particularly where one team makes the finals and the "cross over" is a possible attempt to have two teams in the finals, potentially making players inelligible.

If the team that is possibly "stacking" is identified, and a breech of the bylaw is proven would the one team have to loose points or forfeit or would both teams be penalised.

Surely it doesn't matter which division it's happening in. The rules must be the same for all.

Do you know that they didnt drop down or go up for certain?? usually when BSA investigate these types of complaints, they are found to have no basis.. you should be really clear of your facts as it causes a lot of embarrassment for you and your club
