Your methodology is poor. Use Median instead.

Agree with the StatMaster, finishing position has nothing to do with it - just ask the old Redlegs boys of '84 who came from 5th to claim the SANFL flag (God, those were the days when the mightly red and blue was hung high!)
Need to look at head to head and a whole host of things.

Forestville 13 out of 26 in finals, 50%, average position of 5.31
Southern 12 out of 22 in finals, 55%, average position of 5.55
Norwood 18 out of 29 in finals, 62%, average position of 5.72
South 9 out of 24 in finals, 37%, average position of 6.63
Eastern 3 out of 7 in finals, 43%, average position of 6.71
Centrals 2 out of 8 in finals, 25%, average position of 7
Woodville 3 out of 16 in finals, 19%, average position of 7.75
West 5 out of 22 in finals, 23%, average position of 8.00

Girls

Forestville 17 out of 23 in finals, 74%, average position of 3.26
Sturt 16 out of 19 in finals, 84%, average position of 3.79
North 11 out of 17 in finals, 65%, average position of 5.06
Norwood 10 out of 20 in finals, 50%, average position of 5.30
Southern 4 out of 14 in finals, 29%, average position of 5.93
Centrals 2 out of 3 in finals, 66%, average position of 6.00
Eastern 3 out of 5 in finals, 60%, average position of 6.00
Woodville 5 out of 11 in finals, 45%, average position of 6.18
West 6 out of 16 in finals, 37%, average position of 6.25
South 3 out of 11 in finals, 27%, average position of 7.55

Overall

Sturt 37 out of 42 in finals, 88%, average position of 3.29
Forestville 30 out of 49 in finals, 61%, average position of 4.35
North 24 out of 43 in finals, 56%, average position of 4.98
Norwood 28 out of 49 in finals, 57%, average position of 5.55
Southern 16 out of 36 in finals, 44%, average position of 5.69
Eastern 6 out of 12 in finals, 50%, average position of 6.41
Centrals 4 out of 11 in finals, 36%, average position of 6.72
Woodville 8 out of 27 in finals, 29%, average position of 7.11
South 12 out of 35 in finals, 34%, average position of 7.2
West 11 out of 38 in finals, 29%, average position of 7.26

This is raw data. Both the number of teams in finals as well as average position is effected by clubs nominations. ie some clubs don't nominate D1 teams in all grades, others nominate 2 D2 teams. For the average position, some grades have as little as 5 teams, while one had 13 teams.

Conclusion.

Not sure why the Forestville boys program is getting a bad rap, a little down in the D1 area, but is compeitive with North, Norwood and Southern. Forestville girls obviously doing very well, but not that far in front of Sturt

Southern are the big improvers, are concerningly down on team numbers, but the boys program is on the way up, with their better results being in the 10,12,14 age groups. Girls are a little better, but struggling in D1 oth than U10's.

Sturt are stable, girls doing well, but Boys look dominant, especially in D1 grades. 11 teams finishing top is leading the competition with Forestville next on

North are not as far down as some say. biggest problem is consistancy. Some grades doing well, but others doing very poorly, very inconsistant between age groups.

Norwood prove that big numbers don't mean big success. Boys have dropped behind Southern and the better older age groups have dropped off, while the younger age groups are middle of the round. Girls side is consistanly unspectacular, few poor performances, but no top spots other than 20 D1 men.

Wests boys would be a big concern, from State Boys Champs, to 5 top 5 and the lowest average posititon. D1 teams doing OK, but others really low. Younger girls doing quite well and we all know they have a gap in their 16/18 proram.

Woodville, likw west are strugglin on the boys side. While the girls side hasn't performewd as well as their State champs success, only their couple of poor teams keeping them behind Southern, North and Norwood.

Eastern and Centrals are both very low on teams. While their percentage of teams in finals is good, their average posititon drops due to a poor performace with one or two groups.

South are keeping afloat in the boys. Outside of their 20 mens programs, a couple of lower Div teams doing well. The girls are really struggling, down on numbers and some bottom div 2 teams put their average position right down.

Overall, team numbers are still slowly dropping, down to 371 including the magic and torrens valley.

I would rate Sturt and Forestville the top 2. Sturt in #1 mainly because of the Forestville boys being further behind than the Sturt girls.

North, Norwood and Southern in the second group. Soutern moving up due to their boys side, or maybe the others both dropping a bit as well. With North being 3rd, Norwood 4th, but Southern closing in 5th.

Woodville, South and West are the next 3, though only due to size being a factor for mine. I like Woodville for 6th, mainly because of their girls side having some D1 finals action. Can't decide between South and West, would have thought West would be in front, but their boys have underperformed so a tie for 8th.

As always Eastern and Centrals are together, though Eastern have move highly placed D1 teams. I would put them in front of both West and South in 7th, mainly because of their D1 success. Giving Centrals 10th.

The Torrens Valley and Magic matchup for 11th and 12th is quite good as well. Magic easily in the girls, but TV do a better job in the boys. Very difficult to look at data as magic have done well in a lot of D3/4 grade, whereas TV have had success in D2 grades. I give it too TV due to their U14 and U16 D2 boys. So TV 11th and Magic 12th.

Magic 10 teams in finals out of 17, average position of 3.64
TV 8 teams in finals out of 12, average position of 4.58
