FIBA Rules on Rank no. 1 team backing out

Please advise if the team Ranking No. 2 will be considered as Rank no. 1 if the no. 1 team backs out of the league?

For anyone attempting an answer and in case it's relevant, this user seems to trace through Japan, possibly to Tokyo.

Anthony, I suspect people will need more information to help.

I think the Yukuza have bet some cash on the number 2 team, have a few photos of the number 1 team's owner with a few girls, some whips and half a dozen eels and just want to clear up a few minor technicalities before they present him with the evidence.
