By laws re moving Div 3 players between groups

Hey anyone know the facts re moving a player down from say group B to D and a player up from D to B? can it be done during the phase?

cant move between teams during phases - can move up a div - to a non phase div - i.e. D3 to D2 - but cant move back til end of phase.

by now you cant move laterally if your club has 2 teams in a non pro / rel div as well.
