This is quite different to the NBL's system in that this system is only for leagues below the top tier of football in Australia (A-League). The idea behind it is for clubs to have their junior players stay on and play for the seniors, rewarding the grassroots development. In the NBL it's designed to make teams have more parity. Furthermore, there are hardly any players in the NBL who "develop" into stars of the league.

You can't really compare the point system being applied to semi-pro, non-salary-capped state league teams, with the aim of being a blunt weapon to force additional juniors production, to the points system of the NBL.
They are inherently different beasts.
