In terms of Aussie born and bred players? No. I don't think so.
Sometimes an import naturalises and plays. Some of them did not play state till U20s.
Does that mean that many players get overlooked
Peter Crawford never made a state team but went to the London Olympics

If it women then there is possibly Trish Fallon for the opals and possibly Tracey Beatty (née Braithwaite) who at least played for Aust the world juniors in 2007 .

So is that one of the reasons why the opals didn't preform well at rio. We have people in the system not picking the right players. I no of a lot of players that haven't made state that should be picked. I won't name them because it's rude to name players.
I certainly recall Bogut saying the non selection was the reason to prove them all wrong, and he did exactly that.
Hoggy Time never played State or for Australia but is looking to get an NBL gig based on his exception, un-documented shooting.
