Eltham/Dandenong, which is harder?

Just having a look at the running results in both Eltham and Dandenong. How is this comp rated. Is the Eltham section a more difficult tourny?
Noticed the local composite Girls U14 Sturt 1/2 team doing really well in the U14 B ( Pool B) section in Dandenong.

looking at the teams in the 14 Bs - and not being over there - but previous experiences with these clubs would indicate eltham would be the stronger group.

My previous experience indicates dandenong is harder,

partly because of draws (stacked for Vics to win),

partly because of biased referees ("Okay mate, which one do you want to get fouled off next" is a question that has actually been overheard from a referee directed to a Vic coach during that tourny),

partly because several good players are away due to other commitments or hols
