to old mate who says no 13 year old white kids could be dunking. I heartily disagree, I grew up playing reps in Western Sydney and dunks (nothing spectacular mind you) from 13 year olds were fairly commonplace.
Some of the high flyers were Joe Conry (from Penrith), Ben Arkell (Parramatta), Aldo Vallelonga (Manly), Keiran Sweet (Parramatta), Mark Braams (Parramatta), Lee Smith (Parramatta), Steve Leven (Cambelltown), Brad Ryan (Cambelltown), Jon Faalavau (Cambelltown). These guys were all dunking at the top age of U14s and a few were dunking in games. A beauty from Aldo Vallelonga springs to mind. All these guys are white (at least white-ish).

I think you will find that 'I was there' is a Sturt junior who dunked age 13 and U14 Nationals in the GF warm up in 2005, a team that won Gold at that tournament.

If we split it up from people below the mean height
(<184 11/16)= 68.8%.
If we split it up from people above the mean height
(>184 22/27)= 81.5%
60% of people 5'11 (180cm) or under can dunk.
90% of people 6'5 (195cm) or above can dunk.
Obviously the results show that there's a positive correlation between height and dunking.
duh. everyone can dunk. as long as you are 5'9+ and not old or fat you can dunk unless you have NO athleticism.
