Rule query about tapping ball over defender

What's the right call to make when a player who is dribbling taps the ball over the head of the defender in front of him, and runs on to it and keeps dribbling?
One UIC said it was wrong and was a carry, another UIC said it was okay if done with a flat hand. or is it just a double dribble, having lost control and rendered the ball dead?
Brains trust, help!

It's only a double dribble (or carry) if the ball comes to rest in the palm of the hand.

you can flick it over the head etc as long as you dont palm it upwards - as per the previous.

what about this one -

player right at opposite end base line throws up a buzzer beater baseball shot.

buzzer goes off.

it bounces on the court around foul line then bounces up and goes in.

second one is a two pointer cause when it hit the court it changed the status of the shot.

Playing time is over when the siren sounds.

The game is over when the referee approves the scoresheet.

Why is it a double dribble though?

The "tapping" play is only legal if it bounces off an opposition player and you regain control.

At least that's the only way I've EVER seen it called.

It's a double dribble because you have control of the ball if you methodically tap it over someone's head to a pre-planned spot, catch it and keep dribbling.

nobody said anything about catching and tapping - just dribbling and tapping

Yeah but it's the same thing, just like a one handed tap pass... You can't pass it to yourself. It's a double dribble because you end your dribble with the upwards tap. Resuming it again = double dribble.

(i'm not a referee, but there is no way this is legal)

you can do that = what happens when you miss a dribble and the ball bounces elsewhere and you pick it up again ?? - the correct answer is first up - as long as you dont palm it upwards or cup it.

but you can flick once handed for sure.

players have pushed it between the legs of a defender and ran around them all the time

It depends whether you dribble the ball downwards and it bounces then goes over the head of the defender. You cannot put your hand underneath the ball or it is a double dribble.

whilst the ball is on the way up you can tap it so that it continues in that direction. As long as it hits the floor before you continue you with dribble, it is legal.

If the ball is on its way down and you tap against the fall of the ball it is a double dribble. It all comes down to don't let the ball become stationary.

If you imagine that the ball has an equator half way between the top and the bottom of the ball, provided a players hand doesn't go below the equator of the ball and then continues to dribble, it is legal (except for palming or cupping the ball). In most cases, a player would need to do one of these things to be able to tap over a defender and run on to it.

It's no different to: a player can dribble as high as they wish, provided their hands don't go below the equator of the ball, they don't cup or palm the ball this is legal.
