Best ball handlers of all time?

Wanted to open up the debate of who the best ball handlers in NBA history are?

What criteria do you use to decide if someone has better 'handles' than another player? Would you have anyone not mentioned above in your best handles of all time list?

NBA tried to get him with a starting salary that would have been the 2nd highest salary at that time.

So equivalent to a mature Rookie with a ten year European career BEHIND him, signing today for what -- $23 million a season ?. I think his ball handling may have been seen as fairly good in his day.
