That's probably the reason the budget is tight: they'd be running low on salary cap space after those signings.

Sort of. If they are using the marquee rule, they can spend $850k on nine players, and whatever amount they want on the marquee. There is meant to be some sort of luxury tax on what they spend above the normal $1mill mark but I don't know if that has been clearly defined.

So if they haven't used their marquee signing, the salary cap is not stopping them from doing so. I'd say there are other financial reasons for them going budget for their second import.

No, because you can still pay them, theoretically at least, millions. If it didn't count against the cap at all, teams using the marquee rule basically just get a free player.

So if they haven't used their marquee signing, the salary cap is not stopping them from doing so.
It is if they've already spent $850,001.
