Standout representative players in lower divisions

Might be a stupid question...

Just curious as to how they identify highly touted prospects from local/less known representative clubs in lower divisions and move them to bigger organisations in better and more competitive divisions.
Are the local organisations obligated to help them transfer to a team so that they can be tested against better opposition?

The only obligation the clubs have is to try to retain as much talent at their own club as possible.

If in Victoria go see your director of coaching to nominate your child for NITP selection. You don't have to be at a star club to have a star player who develops into a fine basketball player. The process might take longer however due to great players not been seen at National Junior Classic or Club Nationals which is on this weekend. Regards.
