Asian Cup v Asian Cup Qualifiers?

I'm a bit confused here. I see that the Boomers play at the Asian Cup in August. Does this tournament have anything to do with qualifying for the 2019 World Cup?

Then the Boomers play another Asian Cup in November. Is it fair to say that the November section for the Boomers is the important event and the August Cup is simply for pride (ie in August, the tournament has no bearing on qualifying for the 2019 World Cup)?

Am I understanding this properly?

No.

August is the Asian Cup.

November is the first window of the first phase of Asia zone qualifying for the World Cup.

So put simply, the August Asian Cup, has nothing to do with qualifying for the 2019 World Cup?
