Well "as of July" I'd say Kings, but I think
"as of March 2019" is more important. Kings don't have the legs.
Say what you want, Perth were a top 4 team, and have massively improved their squad.
Although Wagstaff and Martin will be slower, they have effectively swapped:
Kenny for Norton
Knight for Kay
DCJ for Jervis
Tokoto for White
Walker for Vague
DKD for Steindl
Hard to rate Melbourne until they start signing imports.

Looking at ADs list Perth appears to have 4 upgrades , 1 neutral White? and one downgrade so expect them to be top 4 again.
If Childress to Kings is true they are top 2.
Melbourne are yet to sign imports but have added McCarron so they hold top spot until proven otherwise.
Adelaide are in the middle somewhere need Trice type and not Deleon type.
Cairns are obvious spoon favourite .
