A charitable interpretation might be that making a bigger deal of it doesn't help the organisation, sport or a player with apparent mental health aspects. And that if they don't want her representing the country again, they can just not select her; no need for a penalty. (Likewise, if she isn't interested in the Opals, she can decline or just ask them to overlook her.)

Pointless suspending her if they aren't likely to pick her for a while.
