SA - junior champs effects of COVID and seedings

so with COVID around and no doubt influencing who is playing when and where - will the Competitions Committee have to review State Champs seedings at the end of this "Summer" season ? The usual system of ladder placing = your seeding for State Champs - but what if for that one or two games a team didn't have 3 of their top players due to COVID regulations ?

Would be the same if kids got sick or injuries in another way. Or if those kids were on camp, or team had one on state duties. Every team is in the same boat really in terms of risk, so can't skew things just because a team may have been affected above the average.
Anyway, the seedings are done to prevent the top 4 teams being placed in the same pool. At any rate, 2 or 3 teams from top 5 will be in same pool.
So unless you have 2 teams that normally are completely above rest of the field, it shouldn't matter. Just beat those in front of you instead of reaching for rulebooks.

so is a COVID forfeit recorded as a 0-0 draw ? rather than a regular forfeit which is recorded as 20-0 ? that answers a question - it is not treated as a regular forfeit - hence my question.
