Non-starter clarification

If a player plays Div 1 men, and doesn't start, can he play Div 3 the following week?

The rule (B20) is pretty vague. It says non starters are elligible for the next game in the next lower division, but it doesn't say anything about elligibility for divisions below that.

I'm sure it happens in Summer season, probably not as often in Winter.

i would say yes, but for most people they wouldnt for political reasons, not any real rule.
