Lifting the Pivot and Not Travelling

Agree/Disagree? Where is this in the FIBA rulebook?

"Lifting the pivot foot does not constitute a travel unless the ball handler puts the pivot foot back on the floor prior to beginning a passing, or shooting the ball! The pivot foot cannot be lifted before the dribble is started"

Have a look down the page at the video for "Jump Stop and Step"- I think this answers a post a few months back- however we were saying on here that it wasn't a travel- and how does the video fit in with the above rule?

first thing i see is a contradiction in the statement -

"Lifting the pivot foot does not constitute a travel.."

"...The pivot foot cannot be lifted before the dribble is started"

i would not call it a travel until either foot hits the ground again - IMO

if a player jumps / raises pivot foot as they put the ball down for a dribble i would let that play as long as the ball was being put to the floor.

the dribble to me is when the ball leaves the hand - not hitting the floor.

you need to know what the other foot is doing - cause if they raise the pivot foot but put the other foot to the floor without dribbling - that is a travel (unless steps for a shot)or a step through for a pass

not a travel- To pass or shoot for a field goal, one foot or both feet may be lifted but may
not be returned to the floor before the ball is released from the hand(s).

from the fiba rules- so perhaps the nba ruling is different!
