Major round question about moving up/down grades

from local rules by laws -

so if an div 2 team makes the finals with 7 players during minor round - we have 9 in div 3 who don't make the finals.

2 div 3 players can move up to the bench for finals ?

"To be eligible to play for a team in the major round, a player must play a minimum of 40% of minor round games for that team or other teams in lower divisions in the same age group. For the purpose of this by-law "Youth League" and “Seniors” are considered as separate individual age groups, and for the Senior Division 1 competition, eligibility is as defined in the Central ABL By-Laws."

i know you cant move down for finals - but you can move up ?
