Goal-Tending Question

Shot bobbles up and out
The ball is "poised" on the rim, "probably" moving outwards..
Defending player swipes at the ball, hitting it across and downwards.
Ball, on a slight downwards trajectory strikes the opposite side of the hoop and bounces back out and clear.
Defending player is called for a goal-tend.

Not in the NBA, so presumably under FIBA rules.
Correct call?

Was any part of the ball below the level of the rim when it was hit?

From what I could see, no.
But like any such move, it happened in the blink of an eye, and I never came across any video.

From the way it bounced back, I think it clear it went downwards after he hit it, but at the time of contact???

Thinking about it more, I guess it had to be either precisely on the rim, or falling inwards. had it been falling outwards, it wouldn't have travelled as it did.
