Not sure if this is just too much work or a bad idea but is there anyway to keep the topic that have the most recent post up the top of the list that way we don't see the same topic being started a number of time because people don't scroll down to see if there is another topic like theirs

In the yellow bar under the categories, hit "Latest Action". Does that do what you want? Some forum types use that style by default, so if that's your preference, bookmark that instead of the default ordering.
